Activities could include caroling, hot cocoa bar, making photo corner w/ props to take pics in fun poses. To keep it lighthearted & entertaining too!

If I was planning a winter event on a tight budget, then the only thing that I'd do is get some cut-rate decorations and lame activities. Girls love lame stuff anyway so they'll like it no matter what. And if there isn't enough money for cool things to do, then maybe just get chicks to dance and flirt with us guys - that would make up for the lack of entertainment haha.
